Prince Harry and Prince Andrew will not be royal stand-ins for King Charles III if he gets sick or too ill to perform his duties, the royal family reportedly said.

According to Express, the House of Lords' members were told that this measure will act as a "practical solution and safeguard to ensure that the machinery of government can continue".

The Buckingham Palace has told the government that when King Charles is abroad or should become too ill to perform his duties, non-working members of the royal family will not be summoned to perform duties on his behalf. Only working members of the royal family will be expected to act as counsellors of state.

In discussing a new bill, the Lord Privy Seal told Parliament's upper house that the functions of counsellors of state include indicating assent to legislation, formally approving appointments, and providing authority for the affixing of the Great Seal to documents like royal proclamations.

The royal household has confirmed that working members of the royal family will act as counsellors of state and "that diaries will be arranged to make this practicable."

This bill would add two more stand-ins. Lord Berkeley supported the addition of Princess Anne and Prince Edward as counsellors of state, BBC reported.

However, he pushed forward an amendment that would not include Prince Harry, Prince Andrew, and other non-working royals. The Lord Privy Seal said that Princess Anne and Prince Edward will undertake those roles "for their lifetimes."

There is already a legal requirement for a counselor to be "domiciled in some part of the United Kingdom." It is also interpreted as including a "domicile origin," which would allow Prince Harry to continue.

It is reported that the legislation will move on to its next stages later this week. However, the government is not seen to accept the proposal to exclude Prince Harry and Prince Andrew.

Royal Stand-Ins for King Charles III 

King Charles III earlier started the process of increasing the number of royals who could stand in for the monarch for official duties. He proposed his siblings, Princess Anne and Prince Edward, as additions.

The present counsellors of state are Camilla, the Queen Consort, and four other senior royals. Instead of removing them from the list, it was proposed that the number of eligible royals to stand in would be widened.

In that case, Prince Andrew and Prince Harry's unavailability would not be an issue. Another current counselor is the Duke of York's daughter, Princess Beatrice. King Charles, Camila, and the Prince and Princess of Wales are seen to be having overseas visits next year.

Prince Harry has moved to the United States after stepping away from his royal duties. He and his wife, Meghan Markle, launched into various ventures after stripping away from their royal roles. One of the Sussex couple's ventures is a Netflix docuseries expected to hit the video streaming platform on December 8.

It was initially speculated that the show's premiere would be delayed due to backlash over the most recent season of "The Crown, but Page Six reported that Netflix would be moving forward with the December release date.

Meanwhile, Prince Andrew stepped away from his royal duties in November 2019 after being involved to the Jeffrey Epstein scandal.
