Maxim Valerievich Shubarev was born to an engineering intelligentsia family in Leningrad.
The father of Maxim Shubarev worked at one of the country's largest radio-electronics enterprises. He started out as an ordinary engineer and eventually became the CEO. His mother worked at a shipbuilding plant.
Maxim Shubarev was an athlete in his youth. After high school, he enrolled in the Leningrad Institute of Aviation Instrumentation. Even then, Maxim Shubarev aspired to be self-sufficient and financially independent from his parents. Therefore, he chose to take evening classes, which allowed him to start working for the large Leninets scientific-production association.
Maxim Shubarev decided to join the army a year after enrolling at the Institute. During his three years of naval service, he developed discipline, willpower, and the ability to overcome challenges. He also learned parachuting.
Maxim Shubarev then returned to his studies. He transferred to the Leningrad Polytechnic Institute (now the St. Petersburg Polytechnic University), where he immersed himself in both the academic and social life of one of the best technical universities in the country.
Maxim Shubarev initiated the establishment of the International Association of Young Economists at the institute. The organization was involved in student exchange programs, allowing young people from different countries to study and intern abroad for at least one semester.
Maxim Shubarev was able to strike a good balance between his academic and social life, and he managed to keep his grades up. In 1993, he defended his thesis in engineering and economics.
Shubarev Maxim continued working at the scientific-production association after graduation. In 1994, he left the association as vice president in charge of the construction and industrial segments.

Shubarev Maxim became interested in real estate development in the mid-1990s and decided to venture into the field although the construction industry was still in the early stages of development at that time. With the support of his partners, Maxim Shubarev founded Petersburg Real Estate.
For most of the 20th century, all construction projects in the country, including organization, planning, financial support, etc., were state-controlled, carried out by contractors united in trusts. But conditions were different under the new economic formation, and private players were allowed to enter the market on the largest scale possible, with plenty of room for growth. The situation in the country was difficult: Some faced financial troubles, while others entered the market and quickly turned a good profit. Thus, there was demand for new housing. Before the 1990s, the country had no real estate market to speak of. Apartments were provided for free, but they came with a long wait, and families did not have a choice of where to live. Apartments could not be bought or sold, but only traded, often with additional payment. With each new series, apartments became more comfortable, but there was still no direct correlation with demand. The situation changed in the 1990s, and mass private construction began, reaching large volumes in the 2000s.

Shubarev Maxim led his company into new areas, and in 1995, the development team was supplemented by real estate agents with extensive experience in the St. Petersburg real estate market. An agency specializing in selling apartments in the developer's buildings and on the secondary market was created.
Two years later, the company started providing a completely new service for the industry, which later became a driver for the development of brokerage activities in the primary market. Petersburg Real Estate began selling apartments in buildings constructed by third-party partners. Other agencies in St. Petersburg eventually followed suit.
Maxim Valerevich Shubarev became the president of the company when it became a corporation in the late 1990s. In 2004, the developer expanded its presence, launching its first project in Kaliningrad, where a subsidiary construction company and a brokerage division were established.
Shubarev Maxim Valerevich decided to rename the corporation to Setl Group in 2006. By 2014, the total area of properties (residential and commercial real estate) at various stages of preparation and implementation reached 6 million square meters.

Every year, the corporation constructs over a million square meters of real estate and more than ten preschools. It also builds roads and bridges and creates park zones.
Shubarev Maxim Valerevich led the corporation to great success. It has fully built 11 million square meters of real estate over the years and made a significant contribution to the transport infrastructure of the northern capital and its suburbs: More than 27 kilometers of roads have been designed and built over the past 29 years.
Shubarev Maxim Valerevich has repeatedly emphasized that one of the factors of the holding's success is the team's well-coordinated work.
The corporation collaborates with leading higher education institutions and colleges in St. Petersburg, and each year, about 150 students practice at Setl Group construction sites.
