President Joe Biden has reiterated his fear that Vladimir Putin will carry out his nuclear threats after the president of Russia delivered an anti-Western speech.

According to Daily Mail, Biden was asked Thursday if he believed Putin's claim that he had no intention of using nuclear weapons.

The U.S. president answered: "I think if he has no intention, why does he keep talking about it? Why is he talking about the ability to use a tactical nuclear weapon?"

He also told News Nation that Putin has "been very dangerous in how he's approached this." Biden said the Russian president "can end this all" by getting out of Ukraine.

"He should just get out," the president noted.

Russia's President Vladimir Putin on Western Leaders and Nuclear Threats

Joe Biden addressed the question after the Russian president's calls for a "new world order" in a major foreign policy speech in Moscow on Thursday.

During the 19th Annual Meeting of the Valdai Discussion Club, Putin said the world has entered its most dangerous period since the Second World War.

Putin said the world has reached a turning point when the "West is no longer able to dictate its will" to humankind but still tries to do it. He noted that most nations "no longer want to tolerate it."

The Russian president said a "new world order" must emerge in which Russia gets a bigger say. Putin accused westerners of fanning the flames of war in Ukraine and Taiwan, causing a global food crisis, and sparking a global energy crisis.

"Dominion of the world is what West has decided to stake in this game. It is a dangerous, deadly and dirty game," the Russian president said.

Putin has also denied that Russia was preparing to use nuclear weapons in the Ukraine war despite issuing repeated warnings in the past.

Earlier this month, Biden warned that Putin's threat of using nuclear weapons was real, which could lead to "Armageddon." He said Putin was "not joking when he talks about the use of tactical nuclear weapons or biological or chemical weapons."

As he claimed he knew Putin "fairly well," Biden noted that the threat from Putin was real because Putin's military "is significantly underperforming." The president added that the risk of nuclear "Armageddon" was at the highest level since the 1962 Cuban Missile Crisis.

However, U.S. officials recently said they had not seen any changes to Russia's nuclear forces, which would require a change in the alert posture of the nuclear forces of the U.S., Reuters reported.

U.S. Strategy on Nuclear Weapons' Threats

U.S. Defense Secretary Lloyd Austin said Russia could not systematically challenge the United States over the long term, unlike China. However, he noted that Russian aggression does pose "an immediate and sharp threat to our interests and values," Time reported.

In his latest speech, Putin also claimed that he had told the West: "Let's be friends," and urged to have a dialogue to strengthen trust and peace.

'We were completely sincere... What did we get in response? A 'no' on every possible area of cooperation," he noted.

Putin said Russia is not an enemy of the West but will continue to oppose the Western neo-liberal elites, who tried to subdue Russia.

The Russian president further noted that Moscow is "ready for talks" on Ukraine and denied that he underestimated Ukraine's ability to fight back.

Putin added that he thinks about their country's casualties in the conflict "all the time." However, he said he was left with no choice but to attack Ukraine as Russia would have paid a higher price if he had not acted.
