South Carolina Trooper Shoots Unarmed Black Man During Traffic Stop [Video]
Former South Carolina Highway Patrol Trooper Sean Groubert has been arrested after he shot an unarmed man during a routine traffic stop outside a convenience store. The officer was subsequently fired and was charged on Wednesday, after a video showing the incident was released. He could face up to 20 years in prison.
The incident happened on September 4, according to The State, when Groubert, 31, pulled over Levar Johnson for a seatbelt violation outside a store near Columbia, South Carolina. Groubert was fired from the force on Friday and charged on Wednesday with assault and battery of a high and aggravated nature.
In the video, believed to be recorded by Groubert's dashboard camera, shows Groubert pulling over Johnson for a routine stop. Groubert asks Johnson to exit the car and then asks him to retrieve his license. As Johnson enters his car, Groubert begins shouting, "Get out of the car!" and shoots four times, hitting Johnson on the hip. The man was unarmed.
He was booked at the Alvin S. Glenn Detention Center Wednesday night and on the same night a hearing was held inside the jail. Prosecutors showed the video of the incident to Magistrate Ethel Brewer who set the former patrolman's bond at $75,000.
According to WLTX, the South Carolina Department of Public Safety fired Groubert on September 19 after reviewing a report by the State Law Enforcement Division. That same report was used by the Fifth Circuit Solicitor's Office.
"The force administered in this case was unwarranted, inconsistent with how our troopers are trained, and clearly in violation of department policies," state Public Safety Director Leroy Smith said, according to CNN, when he announced Groubert's firing.
"I believe this case was an isolated incident in which Mr. Groubert reacted to a perceived threat where there was none," Smith added.
In the video Johnson collapsed after being shot and asked Groubert why he shot him. He was sent to a local hospital and has been released.
