Things will get intense in Wednesday's all-new episode of "Arrow" when Oliver McQueen becomes the target of a citywide manhunt and Ra's al Ghul threatens him if he does not accept his offer.

According to Carter Matt, Quentin Lance will be at Oliver's mercy and in need of the vigilante's help in the next episode, which is titled "Public Enemy."

Meanwhile, Ra's al Ghul will use the Startling City police captain as bait in order to coerce Oliver into becoming the next leader of the League of Assassins.

Plus, actress Charlotte Ross will reprise her role as Felicity's mother, Donna.

In a preview video, executive producer Marc Guggenheim teased that the show dynamic will be permanently changed following this episode.

"After this episode, the show will literally never be the same. Let me repeat, the show will never be the same," he said.

Actor Colton Haynes also dropped spoilers about "Arrow's" 65th episode, "Broken Arrow," revealing it will include a very ominous and sad scene.

"It was just a very emotional scene" he said, adding that "we will be saying goodbye to people," reports TVLine.

In addition, actor David Ramsey opened up about Diggle and his reaction to Ray's vigilante alter-ego.

"He doesn't have a problem with Ray, who is compelled by something, a higher purpose, that Diggle as a person tunes into," said Ramsey. "But Ray's not trained, and a part of the criticism he has for Ray is the same one he has for Laurel Lance as Black Canary. Because while it's honorable what compels Laurel, Diggle feels that, like Atom, she needs to be better trained before she can be super-effective in Starling City."

The synopsis for the next episode reads as follows:

"During an attack on the mayor's office, Ray (Brandon Routh) is critically injured. Felicity (Emily Bett Rickards) is pleasantly surprised when her mother, Donna Smoak (guest star Charlotte Ross), shows up at the hospital to offer her support. With the SCPD out in full force looking for the assailant, Oliver (Stephen Amell) and his team work hard to stay one step ahead of the police to find the man responsible. However, things come to a head when Ra's al Ghul (guest star Matt Nable) kidnaps Captain Lance (Paul Blackthorne)."

"Arrow" Season 3, Episode 18, "Public Enemy," airs on Wednesday, April 1 at 8 p.m. ET on The CW.
